Does Phenix have any WebSocket reconnect mechanisms built into the Web SDK?

Yes. By default the WebSocket automatically reconnects. We try to revert to the last known good state before the WebSocket disconnect occurs, but this is not guaranteed since the user may stop/start publishing when they see things become unresponsive. We retry any subscribers and publishers that were healthy before the disconnect.
